UTILITY PAYMENT OPTIONS The City of Port Arthur has teamed with Paymentus, a third party billing service, to provide customers the ability to pay their water bill online and over the telephone. Paymentus, the Real-time bill Payment Company accepts Visa, MasterCard, Discover Card, and electronic checks. All online and telephone payments will be immediately applied to your credit card or checking account, but payments will not be posted to your utility account until the next business day. If your water has been cut-off or is processed for cut-off, do not use this service. Instead, you are advised to pay your bill at the office, located at 444 4th St. To pay your water bill by telephone call the toll free number 866-570-8872. To pay you water bill online click here.
